Tuesday, May 19, 2009 PUNGGOL CENTRAL SOCCER FIESTA 7-A-SIDE SOCCER TOURNAMENT 2009 RULES AND REGULATIONS 1. REGISTRATION OF TEAMS 1.1 Each player is allowed to register only in ONE team. 1.2 The Tournament Committee reserves the right to repudiate the registration of any team or player(s), at its discretion. 1.3 Each team has to pay a registration fee. All payments can be made either in cash or cheque. All cheque must be made payable to Punggol Central Constituency Sports Club. Registration fee per team for the Men’s & Women’s Open categories is $ 60.00. Registration fee per team for Under 8/10/12/14/16 categories is $30.00. 2. COMPOSITION OF TEAMS 2.1 The team shall comprise a maximum of 10 players inclusive of Team Manager. 3. ELIGIBILITY 3.1 The Team Manager/Official/Captain shall undertake the responsibility of ensuring that their players are only registered in ONE team for the tournament. Submission of ineligible players may render the team to be defaulted or disqualified from the tournament. 3.2 Age group eligibility 3.2.1 Under-16: Born in 1993 or after 3.2.2 Under-14: Born in 1995 or after 3.2.3 Under-12: Born in 1997 or after 3.2.4 Under-10: Born in 1999 or after 3.2.5 Under-8: Born in 2001 or after 4. REGISTRATION CLOSING DATE 4.1 All official registration forms, duly completed, should reach Punggol Central Constituency Sports Club, c/o Sengkang Community Club, No: 2 Sengkang Square#01-01, Sengkang Community Hub, S’pore 545025 on 2 August 2009 before 6.00pm. 4.2 Late submission of the official registration form without payment will not be included in the tournament draw. 5. PERIOD OF TOURNAMENT 5.1 The Organising Committee, at its discretion, reserves the right to change the date, time and venue of the fixtures for the tournament. It will be held on 16 August 2009. ALL Players/Officials MUST report at 8.00 am at the Open field opposite Sengkang MRT and Compasspoint Shopping Centre. 6. TOURNAMENT VENUE 6.1 The tournament will be held at the Open field opposite Sengkang MRT and Compasspoint Shopping Centre. . 7. AWARDS AND PRIZES 7.1 Cash Awards will be given as follows: For Men’s and Women’s open category: a)1st Prize: $200.00 cash b)2nd Prize : $100.00 cash c)3rd to 4th prize: Medals For the other categories (Under-8/10/12/14/16): Medals will be given to the top 4 teams in each category. 8. TOURNAMENT FORMAT 8.1 The First Round will be played on a Group Format 8.2 The Second Round onwards till the Final Rounds will be played on a Single Knockout Format 9. TOURNAMENT RULES 9.1 The duration of all matches including the matches shall be played in two halves of 7 minutes each with no interval. There will be no offside rule. Only for the Under-8 category there will be a kick-in instead of a thrown-in. 9.2 If the score for all matches played in second rounds onwards ends in a draw after full time, the winner will be decided by penalty kicks (3 kicks). Should a draw still persist, the match will be decided by sudden death penalty kicks. This format will also be adopted for the Finals. 9.3 A match is played by two teams, each consisting of not more than seven players, one of whom is the goalkeeper. A match may not start if either team consists of fewer than five players, one of whom is the goalkeeper. 9.4 In the interest of fair play and safety, players ejected from a match for “red –card” offence will automatically be disqualified from the tournament. The match then resumes without the replacement for the ejected player. 9.5 The Team Manager/Official/Captain shall be responsible to monitor and ensure that their player/s under suspension is not fielded for subsequent matches, failing which the team may be disqualified. 9.6 The tournament Committee reserves the right to disqualify or bar any playing team which engaged in a fight, free for all that results in the match having to be abandoned. 9.7 If, for any reasons a team which fails to turns up or turns up late after the grace period of 2 mins, shall concede a walk-over to the opposing team. 9.8 A team that concedes a walk-over will get (0). The opposing team will be awarded (3) points and (3) goals. 9.9 In the event of both teams failing to turn up, neither team is entitled to a walk-over. The sub-committee will take appropriate action against the two teams. 9.10 Time shown on the fixtures is indicative only. Managers and Captains are advised to check on the next scheduled game and be ready. The tournament Official reserves the right to alter time schedules at their discretion. 9.11 If the match cannot be played due to bad weather, lighting or unforeseen circumstances the match would be decided by (3) penalty kicks and should a draw still persist, the match will be decided by a sudden dead shoot out. 10. FIRST AID AND MEDICAL COVERAGE 10.1 Each participating team shall be responsible for their first aid and medical coverage. 10.2 In the event of a player being injured especially when bleeding occurs, he must be removed temporarily from the game for the injuries to be attended to immediately. 10.3 Any blooded-stained attire must be changed before the player re-enters the game. 10.4 Any bloodstained playing surfaces should be cleaned whenever possible (preferably with 80% alcohol) before the game resumes. 11. PROTESTS 11.1 In the event of any dispute arising over the player(s) and/or any team, the match shall be played under protest and the Tournament Committee shall determine the matter on receipt of the protest in writing together with the prescribed protest fees. 11.2 Protests with regards to the fielding of an ineligible player(s) must be made in writing accompanied by the protest fee of $100.00 and lodged with the presiding Tournament Official ON THE SPOT during the match. In the event of the protest being dismissed, the fee will be forfeited. 12. SUPPLEMENTARY RULES 12.1 The Team Manager, Official and Coach are also responsible for the proper control and good conduct of their players and supporters. If an appeal is made to any of the above persons and it is not heeded, the Organising Committee reserves the right to take disciplinary action against the team. All teams are urged to play in the spirit of fair play and good sportsmanship. 12.2 While all reasonable precautions will be taken, the Organisers, Sponsors , its servants and agents will not be responsible or in any way liable for any death, disability, personal injury, loss of property or any other loss howsoever arising from any cause whatsoever at any time during the course of this tournament. 12.3 In the event of a need for disciplinary action to be taken against any player or team, the Disciplinary Committee shall make a decision and impose punishment, as it deems fit. 12.4 The Chairman of the Organising Committee may at any time appoint a Committee consisting of three or more persons to deal with any matters pertaining to inquiries, appeals, others, etc. The decision of this committee on all matters brought before it will be final. 12.5 In the event of any question or matter arising out of any point, which is not expressly provided for in any of the rules governing this tournament, the decision of the Organising Committee shall be final. 12.6 The Rules and Regulations as depicted are current at the time of printing.
